The main purpose of the observation is to determine the temperature of the surface of the NS, and finally to examine the hypothesis of the magnetic field decay of the NSs. For this purpose, we deduce the true age of this NS observing the blackbody X-ray emission from its surface. The characteristic age, determined by the radio observation, is compared with the true age. If the magnetic field decays exponentially as short as 10**7 yr, the true age must be much younger than its characteristic age, resulting in the detection of the NS as a relatively bright soft X-ray source.
