Abstract: We propose to observe the recently-recognized cataclysmic variable V2301 Oph. The optical data published by two groups answer the proposal's title in opposite senses. An X-ray spectrum and a light curve will define the X-ray properties which can then be compared to the properties of both classes. V2301 Oph is potentially an important system because it is an eclipsing system. If it is a polar, it has the highest blackbody temperature or the lowest bremsstrahlung temperature of any polar known. If it is an intermediate polar, it has one of the lowest bremsstrahlung temperatures known.
